A megújuló energiaforrások magyarországi támogatási eszközeinek értékelése

A megújuló energiaforrások kiemelten fontos szerepet tölthetnek be korunk összetett ökológiai-társadalmi-gazdasági problémáinak megoldásában. E természeti erőforrások hasznosítása egyszerre hozhat eredményeket a környezet- és klímavédelemmel kapcsolatos feladatokban, hiszen fenntartható hasznosításuk esetén a fosszilis energiaforrásokhoz képest kevesebb szennyezéssel járnak, és így például a globális éghajlatváltozás okozásáért felelős üvegházhatású gázok csökkentésében is jelentős szerepet kapnak. Energetikai oldalról az energiaforrások diverzifikációjával hozzájárulhatnak az ellátásbiztonság növeléséhez, valamint önellátás esetén az energiaszolgáltató monopóliumoktól való függés csökkentéséhez, amellyel a korábban fosszilis alapú energiaellátásra szervezett központi ellátó rendszer decentralizálását és demokratizálását vetítik előre.

Analysis of the instruments of renewable energy subsidization in Hungary

Changing our energy system is an absolute necessity both for social and environmental reasons. Nevertheless, the direction and pace of the energy transition is very different from country to country. Concerning current experiences, a democratic energy transition is best able to exploit social and environmental advantages; i.e. the positive externalities of renewable energy technologies. In the case of positive externalities, however, subsidy schemes are welcome public policy instruments. On the one hand, introduction of a feed-in-tariff system has been a success story, at least from the perspective of boosting cheap renewable energy capacities in Hungary. On the other hand, this rapid development did not foster the development of a long-lasting and balanced energy transition. Moreover, several social and environmental issues have damaged the reputation of renewable energy technologies. The pressing question today is whether there is the possibility exists for a democratic energy transition in Hungary, and which subsidy instruments are able to support this kind of development. The author's scrutiny offers an insight into policy alternatives and provides a valuable evaluation scheme for energy policy analysis.
